Yes, exactly this, and it is the bit that took me 95 weeks to accept.
Small correction: the trial was 11 weeks, not 14. Does not change your point but people will quote it.

This is correct. 1mL versus 24mL is the common mistake.
Reconstituted at 3mL when I meant 23mL. Caught it because the units looked wrong. Write the concentration.

more water means more units for the same dose, which means finer resolution
This is correct. 2mL versus 20mL is the common mistake.
