Agreed — read the notice before deciding what has happened. Most of the panic here is misclassification.
That delay was at clearance, not with the carrier. The lane table separates them for exactly this reason.

Ordered from the warehouse in Spain and the whole import question disappeared. 15 days, domestic, no notice, nothing to manage.

Right, and clearance time is not carrier time. Blaming the shipper for a customs queue is a category error.
